## Summary
Mesh security fence around a car sales forecourt at a busy junction. Allowed. The Inspector found "some harm" to the streetscene, but "not so significant to justify this appeal failing" in a mixed commercial area (DL ¶11).

## What made the difference
Mesh construction kept views through the fence. The brewery's palisade fence opposite already set the tone of the street (DL ¶¶9–10).

## Policy findings
- **DP3: pass.** some harm to streetscene but lightweight see-through mesh in mixed commercial context; brewery palisade more prominent (DL 6-12)
- **HE6: pass.** no harm to nearby listed 127 Horninglow Road (DL 4-5)

## Key facts
- Revised Framework "does not raise any new matters which affect the assessment" (DL 2)
