Why this is cited. The mistake: the report used the same wording as Snitterfield, Forest Farm and Ilmington to declare CS.8 materially inconsistent, in a case where no heritage asset was affected, and then found the scheme compliant with CS.8. It is also cited in section 4 for a step it got right: it said in terms that S5 does not apply to sites in the Green Belt.
