The report applied the Annex B definition by name: a site in the Green Belt at Earlswood is not within a settlement, S5 does not apply, and the scheme is assessed under GB6 and GB7. Eight days later the Malthouse Lane report, in the same village, tested its scheme against a policy for sites within settlements.
