Why this is cited. The mistake: the report found the scheme contrary to DP3, gave the harm significant weight and granted permission on the balance, without mentioning DP3(3) or asking whether anything was clear justification for the conflict. On location it listed the factors that “would weigh against the proposal” and concluded in the next sentence that the scheme accords well with TR3. What should have happened: the DP3(3) question should have been put and answered, and the TR3 conclusion should have followed from the findings on the route and the bus service.
