Summary

Conversion of the Cross Gaits Inn, a Grade II listed rural pub near Blacko that closed in January 2023, to a single house. After a hearing the inspector accepted undisputed viability evidence that the pub use could not reasonably be made viable, and found a community group's rival plan too uncertain. Losing the pub use would cause limited harm to the listed building, given considerable importance and weight. Under HE6(4) that harm was outweighed by public benefits, chiefly securing the long-term conservation of a vacant, deteriorating listed building. Both the planning appeal and the listed building consent appeal were allowed.
