Summary
Mesh security fence around a car sales forecourt at a busy junction. Allowed. The Inspector found "some harm" to the streetscene, but "not so significant to justify this appeal failing" in a mixed commercial area (DL ¶11).
What made the difference
Mesh construction kept views through the fence. The brewery's palisade fence opposite already set the tone of the street (DL ¶¶9–10).
Policy findings
Policy codes are those of the National Planning Policy Framework (August 2026) unless a development plan is named.
| Policy | Finding | Weight | Note |
|---|---|---|---|
| DP3 | pass | some harm to streetscene but lightweight see-through mesh in mixed commercial context; brewery palisade more prominent (DL 6-12) | |
| HE6 | pass | no harm to nearby listed 127 Horninglow Road (DL 4-5) |
Key facts
- Revised Framework "does not raise any new matters which affect the assessment" (DL 2)
